HotKeyBind is an application that will allow you to set any key combination to perform a task that you assign to it. You can assign combinations to open applications, websites, opening files, volume control, and window control (ie: maximizing and minimizing of windows). There are a lot more tasks that you can set to combinations as well. HotKeyBind is free and licensed under the GNU General Public License.
HotKeyBind works with Windows and Linux Operating Systems. I started using it today and so far, it really is saving a lot of time.
